The letter from home office says invitation to ceremony. is this the samething as approval letter?

I thought the sequence would be as below,

1. Approval letter from HO
2. Invitation from HO
3. Invitation from Council

No?

The list you find is only for e.g. as shown on the webpage. Any chartered individual is recogonised by respective body of professionals and any recogonised professional can counter sign. Good luck.
