Yes of course they are, but because UKBA find the issuing of such Penalty Notices extremely profitable ... far in excess of the cost of running the teams that do the raids ..... UKBA is putting more and more such teams together .... making it increasingly likely that employers with illegal workers ...

I have seen many students from Asian countries spent more than 40 hours a week in the oriental or international food shop already, those guys do not have NI and they got cash in hand.
The bogus students do not care about having NI number at all.

my friend had this problem before cos HO don't believe that he was the genuine student.

the employer's letter should be official with letter head and company's logo and signature.

if your bank statement appropriate then show them.
