Thank you ever so much for your helpful reply I really appreciate it. Well hmrc clarified that they refused CTC and WTC due to hubby being refused NI. They said the best I can do is appeal or have to wait until he returns with 'proper paperwork' and reapply for a NI (that will probably take yonks). ...
