If your company applies for Tier 2 visa then you can apply for Tier 1 within UK but you need to hurry up as Tier 1 (General) is closing starting April 4th, 2011.

If you need to apply then you have to leave UK and then apply for from your home country. That's not an option - as Tier 1 is closed now (for applications outside UK). yes you are correct that Tier 1 is closed outside UK so the only option which Nishant is left with to apply from within the UK but ...
