I think the rules are pretty clearer for Tier 1 Dependent, the dependant has to be in UK for 2 year. For Work permit dependent or HSMP Jr dependents does not require this rule. When you apply ILR your wife can apply with you as dependent and she needs to pass life in the uk test if you want to apply...

I believe he has to apply FLR(m) as your dependent and after two year he will be eligible for citizenship.
If he is still under WP then even after 2 years I think he will not be eligible.
