One last query on this. Please don't be mad at me.
Just out of curiosity: If I apply for Tier 2 general before September 2019, will it be rejected at COS level or Visa application level.
I guess, this information will help me to plan the COS and Visa application dates

Initially I was waiting for curtailment letter which I have not received. After that I got my Tier 2 general, due to personal reasons I was not able to join immediately to that role.
And then I left uk. I was not working during that period.

Your post isn't clear on what route to ILR you are thinking of, tier 2 PBS or 10 years long residence (which you don't qualify for)?? With TIER 1 General , I was eligible in 2013 November. I paid the fee and due to emergency I had to cancel PEO appointment and leave. Can I place that request again?...

You can stay for as long as your visa is valid. A curtailment letter takes a few months to get sent out and if at that time you have less than 60 days left on your visa, you won't get one anyway. Under current rules you should be able to get an extension and it will be for 3 years. You can also combine your Indian and UK earnings to claim points for previous earnings if needed.
