Form AN - "when did you arrive"?

I am filling in this form and am stuck on 2.1 in Section 2. My wife arrived in 2000 as a student but the note to the Q. says 'with a view to staying permanently'. New SET[M] Form??

Does anyone know if there is a new SET[M] form as of this month or is it the same one as before?
I was sent a form last Feb. by the Appl. Forms Unit [ who no longer send out forms I discovered] and am wondering if I can still use it.

New immigration fees

I've just downloaded the fees from April 6 2010 and am wondering what
the following mean:
ILR postal £840
ILR[CESC] ?
ILR[PEO] ?
My wife[Hong Kong] is applying for ILR.
Any ideas?
Thanks.

ILR or FLR after Spouse visa?

My wife [HK chinese] arrived in the UK 2 weeks after the date on her 2-year Spouse visa [obtained in HK.]. Does this shortfall of 2 weeks mean she just fails to qualify for the 2-year probation period and so can't apply for ILR? The two passages below are from the UKBA website and SET[M]Form guidanc...
