Actually I have not heard any PRs issued for non-EUs since the biometrics application introduced. That could be the reason why HO do not want to release the data...

yep in some cases it takes over 6 months.
You cannot apply for BC directly unless you are on PR or ILR for 12 months whether you are an EU citizen or not.
