I presume you meant the visa expires on March 2016?

If yes, and you extend your T2 in Nov 2015, and it got approved -your new visa expiry date would be Nov 2018. Not March 2019.

If the employer states 3 years, it will be for 3yrs starting from your visa approval date of your extension. Keep in mind that Tier 2 General visa will only be issued for a maximum of 6yrs. All unrestricted CoS allocations expire on 5 April and for 2015/16 new ones have to be applied for. The process usually takes up to 2 weeks but could be longer now at the start of the new year. You would get one within 2 months tops.

Old passports are only required if it has a UK visa or any previous travel history to the UK. If not, you don't need to worry I think.

If my partner has 5 years residence as PBS T2 general dependant, and I switch from T2 general to ILR via 10yr route in a few years time; Is my partner qualified for ILR after I get mine ? If not what options do we have ?

LMT becomes mandatory if there is a change in your SOC even if its within the same company. Hence you'll be required to apply for a new leave to remain /T2 visa

That is outrageous ! when is the start date on you COS ? Good thing you're in UK already. Hopefully you can find another job/sponsor within 60 days after receiving your curtailment letter. T2 dependant visa fee is currently £564 per person if applied from outside UK, which is equivalent to around INR 51997.44

Its the same fee even whenever you apply.
