I think as it was a non payment of PCN case, and it was not a criminal case it won't create any problem to your ILR.

My friend got a new addition in his family 5 months ago. he is on Tier 1 General visa. He haven't informed UKBA yet and haven't got his passport.

What my friend needs to do now as the new born have only Birth certificate.

I think your case is straight forward and you don't need any solicitor. I belive this forum will provide you enough help before you apply for ILR that you don't need any lawyer. :-)

when you leave UK, UKBA doesn't stamp your passport for exit. they only stamp when you enter UK. so when you enter other country from UK they must have stamped Entry on your passport. so you still needs to mention all dates of entry and exit dates on your form.

the officer clearify it in his email that PBS dependent who has completed two years in UK can apply for ILR and I have two of my friends whose wives got ILR in a same situation. So thanks for your advice but my friend has decided tol go for ILR and not FLR and will let you know the result.

from NI they won't be able to find how many hours you worked. they can only find how much tax and NI contribution you paid.

You need to fill a a form which are available from any police station. that form is "Freedam of Information Act form" thru which you can get all your criminal details. they charge you £10 and you will receive that information in post. if your report is clean then that means no convictions....
