As Ferrarilondon has advised, ask the HO to reconsider your application. In your covering letter, clearly mention the dates you were away from the country.

Even if you were away for more than 450 days, the case worker has got some discretion if your application is satifactory in all other ways.

being released without charged means that they found nothing against you and I dont think that there would be any record of it. I am not competant to advise you on whether you should declare this or not, may be its worh having a chat with an expert.

When you say the case was discharged - do you mean you were clearly acquitted? If thats the case then you dont need to worry and you dont have to declare. However, if you were fined or warned, then you will have to declare this unless its already spent. Please give more details so that someone here ...

Gul I think the reason for the delay with your application could be that it has been randomly selected for detailed checks. I dont think applying through NCS should make any difference, I think they are considered on a first come first served basis.
