Deep is right! The clock starts ticking only after you enter UK. For some reason I assumed that you are mentioning the UK entry stamping in your question instead of the work permit stamping! Sorry.

However, I am not planning to take my wife & daughter with me for the appointment due to the short notice. Is it a MUST to present an "absence letter" for dependents not accompanying me for the appointment ...

Alternatively...you can tell the other person when you are planning to cancel...so that they can call and book the appointment ;-) Not sure how it works though!

Also, I believe that the new fees from 6th Apr 2010 is NOT applicable for ILR applications on the basis of Tier-1 (as the new fees in applicable only for non-PBS routes). Please confirm if possible.
