I do not quite understand your question: Yes, a Tier 2 holder is eligible to ILR in principle. Whether it is now or then depends crucially on his/her immigration history, etc... (which you do not provide).

There are many of us in the same boat here who are entitled to apply for ILR in/after July 2011... At the moment, we are just waiting for any news and clarifications regarding probation citisenship and other things that should come from HO at some point. Follow discussion in this thread.

With ILR, you are allowed to obtain benefits, this has no effect on subsequent naturalisation.

These new rules don't affect you, as you both apply for ILR together, on the same SET(O) form -- your wife just follow main applicant (your) status. Having KOL test passed (which you already did) is the only language requirement then. The new rules are for the other category - "spouse visa"...

This 2 years requirement is for Tier 1/2 dependants only, and NOT applicable to WP dependants who follow Rule 196D.
