Using the same CAS letter will lead to another refusal, for the same reason as before. Address the issue raised in the refusal (english proficiency tested through skpe by the education provider). According to the rules, ECO made mistake as it is the responsibility of Tier 4 sponsor to decide how to assess your English Level.
