Is it possible to get back your passport for emergency

JULY 2011 RULE CHANGE

Dear All My situation is: Came as a full-time student: September 2001 Switched to Work permit: September 2008 THERE IS NO GAP IN BETWEEN (i.e. more than 90 days). I am confused WHETHER JULY 2011 rule change would AFFECT getting ILR on September 2011(on the basis of long stay 10 YEARS residency rule)...
