Unmarried partner visa, 2 quick questions

Hiya, I am planning to apply for the unmarried partner visa in a few weeks. My partner has to travel quite a lot at the moment so I am trying to decide whether to do a post or in-person application. EU citizen marrying non EU in the UK

hi all,
I'm asking on behalf of my friend who is Estonian and wants to marry a non-EU citizen in the UK.

What do they need to do? Does he still need a COA like marrying a uk citizen?

She is full time employed, he is on Tier 1 General

Thanks
