agree with you all. Any speculation will be difficult
But
Skilled people from all over the world have big share in the UK's economy and authorities also know this fact. It would be difficult to postponed such schemes for indefinite period.

This is my friend's case

If some one is resident of Country A(Band D) and he works (Physically) in Country B (Band D) and he want to apply for Tier1 General.

From where he will submit his application.
Which country's rules will apply on him.
