I have applied my ILR on work permit and Tier2(general). I do not think p60's are a must. But fortunately I had them and also the lady at the counter said " could you please give your p60's if you have them"

GOT MY ILR TODAY PRETTY STRAIGHT FORWARD. I am not quite sure regarding your first question may be it is a good idea to email the home office directly.

Regarding question 2 it does not matter if you lived as a PG accomodation. if you have last 3 months bank statements, payslips and p60's, letter from the employer it would be sufficient
