Is it mandatory to send Pre-Paid envelop of Special Delivery with your application, if not, then does it make any difference on processinig time/receiving your documents back.

Judicial Review

You should seek legal advise to go for Judicial Review. Until the Home Office is gonna learn a lesson it would continue playing with students life. that is the only best way to deal with it and to get the Home Office to do thier job.
