Query on PR

Hi all,

1) If I get a Tier 1 visa but did not go to UK for 2 years i.e. during the visa eligibility period, can i apply for a visa extension.
2) Assumining I get a visa extension for another three years and donot go to UK, would i qualify for a PR.
