For Work Permit holders the Salary should be at or above the appropriate rate for the job as listed in COP and the Employer should certify this. More details available on UKBA website.

The rule says that your dependant partner can apply with you if they have lived 2 years in UK. It does not say anything about continuous stay or period of absence.
