yes i did, i contact with local MP as well, they saying the application is under process so you need to wait. i send them fax as well for urgent treatment, my solicitor also send them two letter, they saying the same under process, i dont know what to do I think you need to get a better lawyer. Difficult situation and I will advice you to consult a lawyer, may be they can fight your case, otherwise just applying a dependent visa when the Home office has banned for 10 years is likely to get refused.

No, it is not a degree, it is a membership of royal college of General Practioner and hence it is not counted as degree ( neither bachelor nor master )

I do not think u will be able to get a PEO appointment by 1 st April, they normally get booked 42 days in advance. I think the best way is to post your application.

You need two proof from two different source to claim points for earning.

P60 is from HMRC, but it will come in april annually and may not show the complete earning for the period you want to claim, if that not be case then salary slip and P60 are perfectly acceptable evidence
