As it is a small amount £45 , i thought i would go and pay it saying i dont want the exemption but again council has to issue a new bill and things would be messed up..

hi, i am on tier1 visa.. untill Mar 31st, i lived in rented flat and paid council tax upto 31st march... i bought a new house on 15 th March and moved in to the new house on 1st april.. As the new house is unoccupied , i got exemption for council tax for 15 days from march 15 to march 31st and counc...

The case worker is wrong.. go for appeal..

i suggest as additional supporting documents
1. business bank statement
2. company accounts..
3. invoices
4.employers liability insurance etc

not at this moment but may be when u apply for ILR

phone, fax, post, email or too suspicious then may visit personally

the cover letter is just to provide brief information to case worker and it is not any legal document...
the case worker will not take any decision on your case by just seeing the cover letter ..so just chill out

and ur friend is risking his student visa as well..
once the application is processed i am sure he will be out of U.K with 10 years ban...
so advise him not to apply for tier1..
