Minimum income query

Hi,
I am a little confused. I thought that the new minimum income requirement did not apply to Spouse Visas issued prior to July 2012, ie anyone whose visa was issued before then and will apply for ILR within 24 months? However, I read today that it does. Can anyone clarify?

Does anyone have any thoughts on whether these would be seen as extenuating circumstances?
I know we could redo the entire file to update all the evidence, however, it costs to reorder bank statements etc. And would delay us yet again. Am feeling pretty disheartened today :(

The problem for us now is that all the papers are with husband in Egypt. And of course the blessed English test is on hold.
