Settlement Checking Service

Anyone had any experience of the council run ilr settlement document checking services ? How long does it take ? Do they do some of the immigration rules checks as well or are they purely a photocopy authorising service ?

Is there anywhere we can get a "offical" printed copy of the immigration rules ? Need one for a court case - print outs from the internet are not good enough!
