Yes, very generous of them indeed. 8)

Given that a large chunk of National Insurance is supposed to fund the NHS I think paying National Insurance and this levy constitutes double taxation.

if you don't have access to social security or health care you don't pay national insurance. We are paying for something we cannot access. But go ahead and celebrate the fact you might be able to opt-out. :? I'll 'celebrate' if that opting out means I don't pay the taxes to NHS, and get to use that...

It should be noted that per the document even once you pay this levy, you will still potentially be paying for visits to GPs and Consultants on top. This is one of the discussion matters.

The opt-out is only a suggestion, there is no guarantee it will happen. They refer to it applying only to "some visa classes" as well. Things are very vague at this stage. Our (as in my family's) insurance does not cover emergency care. Lucky you if yours does. It is not easy to change as ...

In the proposal it says that they will look at extending the scheme to those already in the country in time. Certainly it will apply to us, as we are not eligible for ILR for another 3 years.The consultation ends on the 28th of August this year.

My family already paid in excess of £70,000 pounds last year in tax, we paid £3500 to renew our Tier 1 visas, yet we still have to pay additional funds to access a service we have not used (we have used Private GPs and Consultants). That's terrible, I'm so sorry.

Does this essentially mean that no unemployed person is allowed to enter the UK as a visitor for fear they may choose to stay to work? How ridiculous.

But what if you got a visa prior to April 2011 (in my case November 2010) but did not enter the country on it until after April 2011 (August 2011)?

A lot depends on the content of these "transitional arrangements". From the fact they are going to the effort to take some time over them it is clear the rules are going to change.

If the cap is now entirely full I don't see how they can not refund your application fees. It is so wrong to take that much money from people without even reviewing their applications.

It is very poor, almost fraud.
