re-applying for Dependant visa of my husband

Hi,

My Husband's dependant visa was refused based on insufficient funds. He is planning to re apply again. Now can he submit a copy of the original FD? which is attested by the bank and also a letter from the bank which confirms the FD can be liquidated at anytime?
Please help.

regards
