you can but remember for any reason, if your application refused or returned invalid, you most likely not able provide maintenance fund proof of last 90 consecutive days...

UKBA expect the at least 6 months validity of the passport as per date of application. Its better you get it renewed before your visa application.
Now a days, Tier-1 general renewal has improved significantly and takes around 6 weeks if applied via post.

Utility bills not required... however you said you are living in shared accommodation. Does this reflected in the tenancy agreement you are providing as one of the supporting document?

2. Marriage certificate in English
3. Birth Certificate of child (parents name in child's passport is highly recommended)
