Can't apply for FLR as a partner because you have to be living with the sponsor for 2 years. No right of appeal as you have no valid visa. An application can result in refusal as the criteria is not met & can trigger removal action. You asked how to regularise your stay best option is to go back...

somebody told that UK home office required sponsor's 6 months payslips and bank statement of new financial year which start from 5th of April 2015 and if I apply with pay slips and bank statements of previous year which ended on 4th of April 2015 they will refuse Did they tell you this on 1st April...

Section 6.1 : They ask for Main Applicant's first entry date. 
I got my visa approved on 7 October, 2009 and entered UK on 18 November, 2009 (Before 90 days). Is my first entry date - in October or November?

She needs an English test or forget getting a visa. Look up for the list of test providers a d enquire if they would accept a certified copy avoid "big" names like toefl ielts

Doesnt make sense at all for someone to have the financial means and experience to set up as an entrepreneur then goes an applies for tier 4 student. And straight after a refusal any such applications landing on UKBA's desk are bound to raise an eyebrow

FLR (M) is the correct for for you. Visiting each others parents is not a requirement but an indication that the relationship is subsisting. There is various other ways to prove this letters adressed to u and her on the same address. Have HMRC letters bank statements. Nhs letters council tax letters...
