Hi, Chase it up and ask what's taking so long. I'm afraid if you're going in person they'd probably just put it in the postal pile if you don't have the certificate. And if they do so then just send the certificate once u get it. Write a strong cover letter and perhaps a letter from whereever u too...

IELTS is only valid for 2 years the one you have is now expired you will have to take a new test but you could chose an Elementary English test on speaking and listening only from the list approved by UKBA

If you can show that the bills are being paid by you and you can include a rent book or a tenancy agreement with your application to prove that the living together side of things are taken care of.
