You can use expired IELTS for neutralisation even if you haven't used it before for visa application. looking at the cases here, the duration seems to commensurate with the complexity. I'm guessing they process straightforward applications very quickly. If there's a slightest doubt, e.g. minor misspelling then they remove the application and chuck it into a different stack that requires someone more...
