I thought the 5 year +1 year ILR route is for people with working VISA. This route might be an option for my brother. But how would this apply for parents with no ability to work? do you think even if they do not work but reside here for that period, they will be eligible for BC?

Sorry if I might be missing the point here.

How would the council ( responsible for the electoral register) confirm a person's nationality? When I completed the registration online, they did not ask for proof of nationality.

Julian11, you are right. The form asks for nationality.

But how do they confirm your nationality? someone can register and claim to be of any nationality?

Yes, my application was approved smoothly.

It is mentioned in page 17: .... Home Office entitlement card. So I thought for extra assurance to inculde the photocopy of BRP.

However, I agree with ukswus on his view.
