The MAC's website says they were asked to report by October 2011 on a minimum income threshold.

I'm fairly sure that the MAC will not propose such a high threshold. In this case, their mandate is not to support the government's objective of reducing immigration, but to propose the minimum level at which the applicant "will not be a burden on the state". You can't possibly argue that ...

Cameron's speech today is apparently going to identify 20k after tax as a reasonable minimum to support a family. I understand the order to close T1G is separate from the order to meet the legal requirements to re-impose an interim cap. How can they close anything without changes to the law? How can they possibly close T1 if illegal limit has been reached? I understand the order to close T1G is separate from the order to meet the legal requirements to re-impose an interim cap. Even if they do some parliament regulations, how those regulations may affect all the already made application...

I assume it would appear there shortly, but the statement in parliament was made as a response to an urgent question from the opposition so it may not have been a 'scheduled' announcement as such.

The source of the information is a House of Commons statement made by the Immigration Minister Damian Green in response to an urgent question on the topic from the Shadow Home Secretary Ed Balls at 3.30 this afternoon which I was listening to live.
