Council tax checks

HO state in guidance notes that council tax payment is part of good character requirements.
Does anyone know if they actually enquire with local councils if payments have been made?

Thanks a lot. So just confirm my understanding: when you applied for BC as after 5 year residence you sent to HO your wife's documents to cover your 5 years residence? You didnt submit any documents confirming your employment during these 5 years?

The reason is that I thought my husband could qualify for settlement earlier...

Does the 5 year residence period for EEA4 counts from the moment he entered UK on Family Permit or the moment he obtained EEA2 Residence (this was almost a year after he arrived)
