Possession of valid passport is a mandatory requirement and in addition to that UK does not recognize the Belgian issued residence permit for entering free. If your friend is the family member of EU then can freely apply EEA family permit after getting his/her National passport.

The estate agency seems like start following code of practice for landlords. But after applying the eea4 application on getting the acknowledgment/correspondence letters from UKVI may satisfy the estate agency.

Since the cost of application will be the same either applying together or separately, therefore, applying PR separately to avoid the confusion will be more wise.

A SAR file can disclose the whole previous immigration history but if you are now outside the UK then must contact the British embassy that how can that request be made? Otherwise someone in UK may request SAR file on your behalf.

You must have been admitted to UK on your EEA (Italian) passport, therefore, attaching it only with the application will be better and according to the application the only same need. However, if they will need your Argentinian passport then they will write to you.

Even you get salary and pay taxes in UK but the stamps on your passport may disclose your long absences and the same can affect the application.

A lot of PHD programs contain the first year of study which is called MPHIL. You may argue about that.

These duplicate bank statements with present address shouldn't cause any problem because these will not be used for the purpose of proof of address rather as a proof of residence which even can be demonstrated from the treaty rights evidences such as p60s, tax returns etc.

Your understanding is correct as EU route is different than British and your non-eu partner need to apply EEA family permit. You can know the supporting documents at here.

An EU national can never become/called as an overstayed even for not exercising its treaty rights. An EU national can leave/enter UK anytime.

Take that print out to the branch and request them to get them stamped or request them to print the transactions/entries on bank letterhead. In both cases the address won't be shown on it but requesting the balance certificate can serve this purpose as it demonstrate the address. If balance certific...
