Yes thats true that EEA 2006 regulation has not mentioned anywhere the requirement of classroom attendance rather only speak about enrollment.

I had my Residence Card issued last year October 2012, however, the Ukba issued the RC on a A4 paper because they said the pages in my passport has run out even though there was 2 pages in. Very early to your BRP date of expiry you can get British passport but again with some date of expiry on it :)
