NEW LANDMARK RULING

hi everyone
i have heard about a new landmark ruling regarding parent(overstayers and failed asylum seeker) of a british child can be allow to stay in uk because of the child.
can someone explain this ruling and how you can go on applying ?

thank you, yes the dad name is on the birth cert , and she was born in 2009 in the uk. and the dad is the one who want to apply for the dutch passport.
