Question1: My company did like that. (Inc. our subsidiaries) But we couldn't get anything at all. (I feel its our HR's fault though)

...I was in PSW but our company couldn't get it. (non shortage, 26K) They just explained about the salary level of 32K and 36K...But as I can see, some of them still could get it. I am really confused and sad.
