Naturalisation Through Irish Baby

Hi, I would like to know if a non EU, holding a EU fam stamp 4, can have Irish citizenship through Irish baby in 3 years?
I know that it is possible to get Irish citizenship through EU citizen in 5 years, but want to know if it is possible in 3 years through Irish baby.

Hi, my wife applied for stamp 4 last year end of December and we have provided all documents.
We heard nothing yet. My wife is receiving JSA. Would that be an issue for stamp 4 application?
