I am apply for Child Benefit and Child tax but they never listen about Residence card and they asking for Worker Registration Scheme Certificate.

After applying child benefit and child tax credit I have got decision that I have not registered current job under WRS, but I have EEA3 Permanent Residence Certificate I don't have to register jobs under Worker Registration Scheme. Haw I can apply for my rights?
