I m very confused. My wife is saying everything is fine and i dnt need to pay any tax until i earn 6470 pound. she started her first job of her life this January.

Does she stil need to pay tax under 647L code?

I just talked my wife she said she is working under Tax Code 647L.

This means that your employer has an amount of £6470 as your tax free allowance, the amount you can earn before you need to pay any tax. This is the current tax free allowance in the UK. As for NIC it is according to Table A.
