Don't worry, Its usual. if you apply through Solicitor then 1% chances that some one will come to verify that its Genuine Case or Shame marriage, but if you apply for stamp 4 your self then 99% chances that Local immigration will come to check,They will come again as well,

Can you explain wot is your legal status now?. r u in UK or Ireland. Because they have no proof of your residency as you said that they clearly mentioned that in their record your permission has been expired in 2014. If your leave to remain or VISA expired keep in mind you are illegal in the country...

I think you didn't read wot i wrote, As you said you don't know where your father is and you don't have any other proof only birth cert, so the best way is go to Birth/death Register office to know is he alive or not. you ll be able to trace his last address in Ireland to contact with social office ...

You got fine from court. keep in mind people who got their approval and have more fines then you they definitely didn't got from court. if you get fine on spot or fixed fine like yellow line parking no road tax etc, still you are breaking the law, but any one can do mistake. No one will replay you unless you have solicitor or ask your local TD to contact the concern department for you and you will get replay with in 3 days. you can also find help from http://www.inis.gov.ie/en/INIS/Pages/EU%20Treaty%20Rights%20FAQs if you still not happy with them don't waste your time ...

Where is your Passport, they clearly mentioned Passport with Visa or GNIB Card, Bring your Passport along with the approval letter from department and show them letter. Depends who is on the counter.
