I would strongly recommend you to have the document translated in Turkish. You might be ok to enter Turkey but on the way back Turkish police will try to make sure that you have a right to live in the UK. If the rules are still the same you can apply 28 days before. So let say your residency card valid until 30th June 2012, your application for PR should reach to the Home Office not earlier than 2nd June.

Make sure, you buy the right 'comprehensive sickness insurance' which covers both of you and can demonstrate that you have enough money to live on while your wife is out of job. As well as these ask your wife to register with the job centre to secure yourselves fully.
