You can get a conditional job offer while your Tier 1 visa is being processed. That I believe is allright.

Most companies will make sure your visa/status/permit to works is as per immigration rules before they sign you for an employment contract whether contract or perm.

Isn't this illegal? Well, if that is the case, most IT contracted-out staffing employments carried out by people on WP visa are also illegal. aren't they? I did some research - this is a bit vague area, some counsulates specially mention that you should apply for tourist visa in your normal country of residence, some do not.

But in this day and age it is always better to secure an identity document right at birth. Hence I would always advice people to go for passports soon after birth.

It is better to be safe in my view.... The reason being, he baby wont be allowed to board the aircraft without a passport. Same is the case from airports in India, i.e immigration clearance for the return journey. So use your own judgement based on the your situation/plans till ILR next year and ass...
