I think diplomatic visas does not quality for ILR. But normal embassy workers (non-diplomatic) do qualify basedon their work permit.

With the current infrastructure in place, I dont think it is possible to check for overstayers by visual inspection of all foriegn passport holders at the airport. BIA deploys random squads, and it is their duty to check passports at random, not everyones ..indian_uk may have encountered one of them...
