RP, You can still send passports without sending the letter first. In my case the passports came back in 24 days. I do understand that you still wont take that risk because of time constraints. 6 letters(3 in my name,3 in her's ) spanning 2 years posted to home address

Had a successful application today at Croydon PEO (9 AM).

The Case worker asked for
1) 3 months bank statement
2) 3 months payslip
3) 5 P60s.
4) 6 Cohab docs (3 each)
5) Current Employer's Letter
