I am worrying the same thing!
I did check the application form. ONly people applying under "long stay" need council tax bill, I think.

However, so many people provide council tax bill for ILR purposes. Really make me nervous!

You created a gap by applying early. However, you can apply for ILR 28 days before the end of your your five year qualifying period.
