@sameer9966 It doesnt matter if you moved within the 2 year period. Try to get an even spread over the 2 year period. For example, one at the beginning, middle and end of each year (roughly). So, if your application is in Jan 2012, aim for about these dates: Jan 2010, June 2010, Nov 2010, Feb 2011, ...

I can't see why they should matter. It is not something you are ''convicted of as a criminal''. So, it is not an unspent conviction or anything.

You will be paying a fortune for you ILR, why not just pay the congestion charge fines if you are worried about them?
