Correct to apply for Naturalisation

Hi

I have my 5 years on HSMP/Tier 1 on 27/11/2012.

I applied and got my ILR on 07/11/2012 (28 days before 27/11/2012).

When can I apply for Naturalization for BC?
can we make naturalization application 28 days before either 07/11/2013 or 27/11/2013? If not when can I apply?

OCI for new born baby

I am currently ILR and I need to travel to india. My new born baby has received a british passport.

Can the 1 month old baby apply for OCI, with out me getting OCI?
Any advice on which is the better route.

I am also thinking of applying a visit visa to the baby as my last resort.

Thanks in advance
