It is always possible to enter an EU country under article 5.4 of directive 2004/38/ec; but you would need to get to a border first.

Short answer in your case is to get a visa.

There is a scheme by which 3rd country nationals who work for a company based in the EU can work in other EU countries so that the EU company can provide services in another EU state. A visa would be required.
